Kansas Telecommunications Access Program (TAP) Are you needing an amplified telephone or another listening device to help you maintain your basic everyday communications? The Kansas Telecommunications Access Program (TAP) may be able to help. TAP is a state funded program that provides specialized devices to Kansans with disabilities or impairments so they can access basic home telecommunication services.
