The Library is funded primarily by ad valorem property taxes on all taxable property in Shawnee County, excluding the townships of Rossville and Silver Lake.
The Library's 2006 level of funding is 7.124 mills, generating approximately 10, 341,533 or 79% percent of the 2007 general operating budget.
A significant number of programs, materials and services would not be available without the support of private philanthropy. The Library Foundation works to create a culture of giving in Topeka and Shawnee County that embraces the Library and supports its mission in our community. The Foundation makes an annual fiscal distribution to the Library while also serving as the steward of its endowed funds.
What is the Library Foundation?
On September 14, 1982, a group of representatives from the Friends of the Library signed the chartering documents to create The Library Foundation.
The purpose of The Library Foundation is to help secure financial resources in support of the collections, programs, services, technology and physical facilities of the Topeka and Shawnee County Public Library.
The Library Foundation pursues this purpose by cultivating and soliciting philanthropic support, by providing conscientious stewardship of assets entrusted to it, and by encouraging appropriate community partnerships.
The Library Foundation is a tax exempt 501 (c)(3) corporation. Donations to The Library Foundation qualify as charitable deductions. Our Federal Tax ID Number is: 48-0956441.
Our community has shown its belief in the Library's future through generous public support; however, there is always a gap between opportunities and available resources. Private gifts have made a significant difference in the collections, programs and services we provide to our customers. Try to imagine this Library without these quality programs and services:
• The memorable exhibitions hosted by the Alice C. Sabatini Gallery
• The Oveson-Campbell Homework Center's work with hundreds of deserving students
• The highly personalized services of Red Carpet delivered to elderly, disabled, or homebound individuals
The Library Foundation offers a critical element of stability and continuity. It also permits the Library to fund timely innovative ideas and programs through its annual distribution. In addition, named and endowed funds permit the Library to add resources to areas or activities designated by the donors.
Created in 1970, The Friends of the Library works to establish closer relations between the Topeka and Shawnee County Public Library and the people it serves. It aids, promotes, develops and advances the operation of the Library, and it supports and cooperates with the Library in developing community services.
The Friends raise money for the Library primarily through the popular, annual book sale and by sales of gently-used books and gifts at the library's Chandler Booktique.
Library Friends of Art support the Alice C. Sabatini Gallery programs and services with volunteer commitments as well as financial gifts and gifts of art work for the development of the Library's permanent collections. A significant portion of membership income to the Library Friends of Art goes directly to the Alice C. Sabatini Gallery for acquisitions and programs.
The Library Foundation pursues a comprehensive development program that encompasses annual giving, grants, major gifts and planned giving. The Library Foundation has been designated by the Library's Board of Trustees as the primary steward of the Library's philanthropic non-tax resources.
What Kind of Gifts can be Given to the Library?
While gifts of cash are the most common method, many forms of giving to The Library Foundation will be gratefully considered, including appreciated securities, real estate, life insurance policies, charitable trusts, memorials, and bequest provisions. The Library Foundation has a gift policy document that is available upon request.

The Library Foundation has a case for support that highlights specific giving opportunities. Our staff team would be pleased to present you with a copy of this informative document. Staff members are also available to provide personal tours of the Library, highlighting areas where philanthropy has a significant role to play.
1. An annual, independent fiscal audit.
2. Quarterly meetings of its Finance Committee.
3. Bimonthly meetings of the Foundation Board of Trustees.
4. A board self-evaluation every two years to update policies and assess overall organizational effectiveness.
5. An investment policy monitored by the Finance Committee.
6. An effective distribution policy monitored by the independent auditors.
Trustees are eligible to be elected to two consecutive three-year terms. They are selected through a nominating process that attempts to reflect the diversity of the Topeka and Shawnee County community.
